In Memory of Semih Kaçmaz: Amendments to Criminal Law in the 11th Judicial Package from Theoretical and Practical Perspectives

organized a workshop titled “In Memory of Semih Kaçmaz: Amendments to Criminal
Law in the 11th Judicial Package from Theoretical and Practical Perspectives”
with the aim of addressing recent developments in criminal law from both
theoretical and practical viewpoints. Held on April 30, 2026, at the Rectorate
Senate Hall, the workshop brought together academics, attorneys, and
prosecutors, providing a platform for a multidimensional discussion of the
amendments introduced under the 11th Judicial Package. Following the opening
speeches, sessions held throughout the day featured significant evaluations on
topics such as the offense of insult, organized crimes, aggravated fraud,
criminal procedure practices, and enforcement law.
The workshop was enriched by the
contributions of expert speakers and discussants from Kırklareli University,
Istanbul Gedik University, Turkish-German University, Çankaya University,
Özyeğin University, the Balıkesir Bar Association, and the Balıkesir Chief
Public Prosecutor’s Office. The discussions focused on the practical
implications of legislative amendments, while also addressing potential
challenges and proposing solutions. Aiming to build a bridge between academia
and practice, the event provided a productive platform shedding light on
current issues in criminal law.
